Warri/Effurun,Environs Special Area Development Agency Passes Second Reading

…ADHOC COMMITTEE SET UP TO WORK ON THE BILL

The Delta State Warri, Uvwie and Environs Development Agency Bill, 2019 has passed seconding reading on the floor of the State House of Assembly.

The   second reading followed the conclusion of debate on the merits of the bill at Tuesday’s  plenary presided over by the Speaker, Rt Hon Sheriff Oborevwori.

The Majority Leader, Hon. Tim Owhefere, who led debate on the imports of the bill moved the motion for its second reading and was unanimously adopted. 

Opening the debate on the bill, Hon Owhefere, said the bill was well thought out as it reflected real effort by the Governor  Okowa’s led administration to ensure development in Warri, Uvwie and environs.

According to him, the bill sought to eradicate bureaucracy from the development of Warri, Uvwie and its environs, adding that if passed,  it will give Warri and environs a befitting outlook.

Hon Owhefere said the major intention is to drive accelerated development in Warri axis of the state and how Warri can reclaim its lost glory.

The Lawmaker stressed that the bill deserve accolades as Deltans have witnessed over the years the depreciation of infrastructure in Warri, maintaining that Warri is now a gory picture of deplorable roads and bad sanitation. 

Hon Owhefere explained that the bill seeks to concentrate on the development of Warri and environ and stressed the need for its early passage.

The member representing Ughelli South, Hon. Rueben Izeze argued that there was a certain feeling of depression which engulfs one, once he enters the Warri area due to its dying glow.

He stated that Warri remained the commercial nerve centre of Delta State, stressing the need for proper consideration to be accorded the bill to avoid lacunas if passed.

Other lawmakers who spoke, including Hon Orezi Esievo, Isoko South I, Efe Ofoburuku, Uvwie, and Samuel Mariere, Ughelli North I, agreed that the bill obviously sought accelerated development for Warri and its environ.

While Hon.  Esievo pointed out that the bill underscores the prosperity for all Deltans mantra of the Senator Ifeanyi Okowa led government, Hon Ofoburuku noted that the proposed law would increase employment opportunities of these areas.

The bill passed second reading when put to  a voice vote by the Speaker, Rt. Hon. Sheriff Oborevwori.

The Speaker immediately announced an adhoc Committee to work on the bill with the Majority Leader, Hon. Tim Owhefere as Chairman, Emeka Elekeokwuri and Hon. Samuel Mariere as members, while the Deputy Clerk of the house, Barrister  Otto Aghoghovia is the Secretary.

The committee was mandated by the Speaker to report to the house on Thursday, 9 May, 2019.
